Gently bruise the rosemary sprigs by rolling them between your palms or lightly crushing with the flat side of a knife to release oils.
In a small saucepan, combine water and sugar over medium heat, stirring until sugar completely dissolves.
Add the bruised rosemary sprigs to the pan and bring mixture to a gentle simmer.
Reduce heat to low and simmer for 5 minutes, allowing rosemary to infuse the syrup.
Remove from heat and stir in honey until completely dissolved.
Let syrup cool completely with rosemary sprigs still in the mixture, about 30 minutes.
Strain out rosemary sprigs and transfer syrup to a clean glass jar or bottle. Store refrigerated for up to 2 weeks.
