Preheat the oven to 375°F and heat 1 Tbsp of olive oil in a large ovenproof skillet over medium-high heat.
Season the chicken with salt and black pepper, then cook until golden brown, about 5 minutes per side. Transfer the chicken to a plate.
In the same skillet, heat the remaining 2 Tbsp of olive oil over medium heat. Stir in the garlic, thyme, and red pepper flakes, cooking until fragrant, about 1 minute.
Add the chicken broth, sun-dried tomatoes, heavy cream, and Parmesan to the skillet, season with salt, and bring to a simmer.
Return the chicken and any accumulated juices to the skillet, then transfer the skillet to the oven.
Bake the chicken until cooked through, about 10 to 12 minutes, or until an instant-read thermometer registers 165°F.
Arrange the chicken on a platter, spoon the sauce over it, and top with torn basil.
