Crush chocolate cookies into fine crumbs using a food processor or by placing them in a sealed bag and crushing with a rolling pin.
Mix cookie crumbs with melted butter until well combined. Press mixture firmly into bottom and up sides of a 9-inch pie pan. Refrigerate for 30 minutes.
In a large bowl, beat softened cream cheese until smooth and fluffy, about 2-3 minutes.
Add peanut butter and powdered sugar to cream cheese. Beat until well combined and smooth.
In a separate bowl, whip 1 cup of heavy cream with vanilla until soft peaks form.
Gently fold whipped cream into peanut butter mixture until just combined. Spoon filling into prepared crust and smooth top.
For topping, whip remaining 1/2 cup heavy cream with granulated sugar until soft peaks form. Spread or pipe over pie.
Garnish with mini chocolate chips. Refrigerate for at least 4 hours or overnight before serving.
